ESA Pass is not a government agency and no official emotional support animal registry exists, including ours. Our certificate and ID card are convenience products with no independent legal force. They do not entitle an emotional support animal to the rights and privileges accorded by law to a guide, signal, or service dog, and they are not a substitute for a letter from a licensed health care professional, which is what a housing provider may ask for. Knowingly and fraudulently representing yourself as the owner or trainer of a guide, signal, or service dog is a misdemeanor under California Penal Code §365.7 and unlawful in many other states.
Emotional support animals are not service animals under the ADA. Since 2021, U.S. airlines are no longer required to carry ESAs in the cabin; they travel as pets under each airline's own policy. ESA Pass does not provide medical or legal advice.
